301.451. Any person who has been awarded the purple heart medal mayapply for special motor vehicle license plates for any vehicle he or sheowns, either solely or jointly, other than commercial vehicles weighingover twelve thousand pounds. Any such person shall make application forthe special license plates on a form provided by the director of revenueand furnish such proof as a recipient of the purple heart medal as thedirector may require. The director shall then issue license plates bearingletters or numbers or a combination thereof, with the words "PURPLE HEART"in place of the words "SHOW-ME STATE" in a form prescribed by the advisorycommittee established in section 301.129. Such license plates shall bemade with fully reflective material with a common color scheme and design,shall be clearly visible at night, and shall be aesthetically attractive,as prescribed by section 301.130. There shall be no fee in addition toregular registration fees for the initial set of plates issued to theapplicant, however, there shall be an additional fee charged for eachsubsequent set of special purple heart license plates issued equal to thefee charged for personalized license plates, but the additional fee shallonly have to be paid once by the qualified applicant at the time of initialapplication for the additional set of plates. There shall be no limit onthe number of license plates any person qualified under this section mayobtain so long as each set of license plates issued under this section isissued for vehicles owned solely or jointly by such person. License platesissued under the provisions of this section shall not be transferable toany other person except that any registered co-owner of the motor vehicleshall be entitled to operate the motor vehicle for the duration of the yearlicensed in the event of the death of the qualified person.
