Helping schools emblem--procedure to use--contribution to school ornonprofit organization--fee for special license plate.

301.454. Any school or nonprofit organization connected with anddesignated by a school located in this state may authorize the use of the"helping schools" official emblem described in this section to be affixedon multiyear personalized license plates as provided in this section. Anyvehicle owner may annually apply to a participating school or designatednonprofit organization for the use of the emblem. Upon annual applicationand payment of a fifteen-dollar emblem-use contribution to anyparticipating school or designated nonprofit organization, such school ornonprofit organization shall issue to the vehicle owner, without furthercharge, an "emblem-use authorization statement", which shall be presentedby the vehicle owner to the department of revenue at the time ofregistration. Upon presentation of the annual statement and payment of thefee required for personalized license plates in section 301.144, and otherfees and documents which may be required by law, the department of revenueshall issue a personalized license plate, which shall bear the "helpingschools" emblem described in this section, to the vehicle owner. Each suchlicense plate shall be embossed with the words "HELPING SCHOOLS" at thebottom of the plate. The license plate authorized by this section shall bemade with fully reflective material with a common color scheme and designapproved by both the department of elementary and secondary education andthe advisory committee established in section 301.129; however, it shallinclude an emblem depicting books or other scholastic equipment ormaterials, as determined appropriate by the department of elementary andsecondary education. The plates shall be clearly visible at night andshall be aesthetically attractive, as prescribed by section 301.130. Avehicle owner, who was previously issued a plate with the emblem authorizedby this section who does not provide an emblem-use authorization statementat a subsequent time of registration, shall be issued a new plate whichdoes not bear the prescribed emblem, as otherwise provided by law. Thedirector of revenue shall make necessary rules and regulations for theenforcement of this section and shall design all necessary forms. Anycontribution to a school or designated nonprofit organization derived fromthis section may be used for any academically related purpose deemedappropriate by the school or nonprofit organization.
