301.468. 1. Any vehicle owner who has obtained an annual emblem-useauthorization statement from the Lions Club may, subject to theregistration fees provided in section 301.055, apply for Lions Club licenseplates for any motor vehicle such person owns, other than a commercialmotor vehicle licensed for a gross weight in excess of twelve thousandpounds. The Lions Club hereby authorizes the use of its official emblem tobe affixed on multiyear license plates as provided in this section. Anyvehicle owner may annually apply for the use of the emblem.
2. Upon annual application and payment of a twenty-five dollaremblem-use contribution to the Lions Club, the Lions Club shall issue tothe vehicle owner, without further charge, an emblem-use authorizationstatement, which shall be presented by the vehicle owner to the departmentof revenue at the time of registration of a motor vehicle.
3. Upon presentation of the annual statement and payment of a fifteendollar fee in addition to the regular registration fees and presentation ofother documents which may be required by law, the department of revenueshall issue a license plate to the vehicle owner, which shall bear theemblem of the Lions Club in a form prescribed by the director, shall bearsix letters or numbers and shall bear the words "LIONS CLUB" in place ofthe words "SHOW-ME STATE". Such license plates shall be made with fullyreflective material with a common color scheme and design, shall be clearlyvisible at night, and shall be aesthetically attractive, as prescribed bysection 301.130. A fee for the issuance of personalized license platespursuant to section 301.144 shall not be required for plates issuedpursuant to this section.
4. A vehicle owner, who was previously issued a plate with the LionsClub emblem authorized by this section but who does not provide anemblem-use authorization statement at a subsequent time of registration,shall be issued a new plate which does not bear the Lions Club emblem, asotherwise provided by law.
5. The director of revenue may promulgate rules and regulations forthe administration of this section. No rule or portion of a rulepromulgated pursuant to the authority of this section shall becomeeffective unless it has been promulgated pursuant to the provisions ofchapter 536, RSMo.
