301.682. If an owner dies and no surviving owner orsurviving beneficiary exists, on proof of death of all personsshown on the certificate of ownership, surrender of theoutstanding certificate of ownership, and on application andpayment of the fee for an original certificate of ownership, thedirector of revenue may rely on, transfer and issue a newcertificate of ownership in accordance with one of the following:
(1) A certified copy of a court order approving thetransfer, refusing to issue letters of administration,terminating administration or authorizing distribution of thedeceased owner's estate;
(2) A small estate affidavit with the certificate of theclerk of the probate division of the circuit court as provided insection 473.097, RSMo;
(3) A verified application of the owner's surviving spouseor, if none, the owner's unmarried minor children or someoneacting in their behalf, that claims the property as exemptproperty of the deceased under section 474.250, RSMo; or
(4) A notarized application for transfer from a personalrepresentative of the deceased owner accompanied by a copy of thepersonal representative's letters of administration or letterstestamentary together with a court order approving the transferor a statement that the personal representative has authorityunder section 473.457, RSMo, or subdivision (16) of section473.810, RSMo, to make the transfer without court order.
