301.800. 1. Any motor vehicle assembled by a two- or four-yearinstitution of higher education exclusively utilizing solar power and builtto compete in a national competition organized to foster interest in solarenergy shall be registered and titled by the director of revenue, otherlaws regulating licensing of motor vehicles to the contrarynotwithstanding.

2. Such institution shall file an application in a form prescribed bythe director, verified by affidavit, that such vehicle meets therequirements of subsection 1 of this section.

3. The plate issued by the director shall be the collegiate plate ofthe institution and shall display the term "solar" in a manner prescribedby the director.

4. The institution shall pay the applicable fees as determined by thedirector.

5. Such motor vehicle shall be exempt from the inspections requiredby section 307.350, RSMo, and section 643.315, RSMo, and shall only beoperated on the streets and highways with the approval of the institutionof higher education.
