Convention trade area, Kansas City, North Kansas City, Jackson County,liquor sale by drink, extended hours for business, requirements,fee.

311.174. 1. Any person possessing the qualifications and meeting therequirements of this chapter who is licensed to sell intoxicating liquor bythe drink at retail for consumption on the premises in a city with apopulation of at least four thousand inhabitants which borders the MissouriRiver and also borders a city with a population of over three hundredthousand inhabitants located in at least three counties, in a city with apopulation of over three hundred thousand which is located in whole or inpart within a first class county having a charter form of government or ina first class county having a charter form of government which contains allor part of a city with a population of over three hundred thousandinhabitants, may apply to the supervisor of liquor control for a specialpermit to remain open on each day of the week until 3:00 a.m. of themorning of the following day; except that, an entity exempt from federalincome taxes under Section 501(c)(7) of the Internal Revenue Code of 1986,as amended, and located in a building designated as a National HistoricLandmark by the United States Department of the Interior may apply for alicense to remain open until 6:00 a.m. of the following day. The time ofopening on Sunday may be 11:00 a.m. The provisions of this section and notthose of section 311.097 regarding the time of closing shall apply to thesale of intoxicating liquor by the drink at retail for consumption on thepremises on Sunday. When the premises of such an applicant is located in acity as defined in this section, then the premises must be located in anarea which has been designated as a convention trade area by the governingbody of the city. When the premises of such an applicant is located in acounty as defined in this section, then the premises must be located in anarea which has been designated as a convention trade area by the governingbody of the county.

2. An applicant granted a special permit under this section shall inaddition to all other fees required by this chapter pay an additional feeof three hundred dollars a year payable at the time and in the same manneras its other license fees.

3. The provisions of this section allowing for extended hours ofbusiness shall not apply in any incorporated area wholly located in anyfirst class county having a charter form of government which contains allor part of a city with a population of over three hundred thousandinhabitants until the governing body of such incorporated area shall haveby ordinance or order adopted the extended hours authorized by thissection.
