311.580. 1. No person shall possess intoxicating liquor inany quantity for any purpose in the state of Missouri which hasnot been lawfully manufactured.

2. No person shall possess intoxicating liquor within thestate of Missouri for sale in any quantity, or for any otherpurpose in any quantity, in excess of five gallons, unless therequired inspection, labeling or gauging fee or license has beenpaid thereon, except that persons licensed by the supervisor ofliquor control as manufacturers, blenders, or distillers ofintoxicating liquor may possess intoxicating liquor in this statein bulk without having paid the fees above referred to when it isto be used only in manufacturing, blending, or distillingintoxicating liquor, and subject to such regulations as thesupervisor of liquor control may prescribe to safeguard the feesdue the state of Missouri. Persons licensed as manufacturers,blenders, distillers, and wholesalers whose licensed premises arewithin the state of Missouri may possess in United Statesgovernment bonded warehouses located in this state intoxicatingliquors which have been bottled in United States government bondwithout first paying the fees subject to such regulations as thesupervisor of liquor control may prescribe to safeguard the feesdue this state when the liquor is withdrawn from said warehousefor sale or storage in this state outside of a United Statesinternal revenue bonded warehouse. Wholesalers licensed by thesupervisor of liquor control whose licensed premises are withinthe state of Missouri may possess in United States customs bondedwarehouses in this state intoxicating liquors without firstpaying the fees above referred to subject to regulationsprescribed by the supervisor of liquor control to safeguard thefees due the state of Missouri when the liquor is withdrawn froma United States customs bonded warehouse for sale or storage inthis state outside of a United States customs bonded warehouse.
