Licenses and contracts may be denied to persons owing debt to state.

313.345. No license or contract shall be granted to anyperson in default in the payment of any obligation or debt duethe state, provided no applicant shall be deemed in default inthe payment of any obligation or debt due to the state as longas there is pending a hearing of any kind relevant to suchmatter.
