313.520. 1. The horse racing commission shall not hire any person tobe an employee of the commission.
2. The duties of the executive director of the gaming commission, inaddition to all other duties prescribed by law, shall include thefollowing:
(1) Taking and preserving records of all proceedings before thecommission, maintaining its books, documents, and records, and making themavailable for public inspection;
(2) If so designated by the commission, acting as a hearing officerin hearings;
(3) Acting as the commission's chief personnel officer andsupervising the employment, conduct, duties, and discipline of commissionemployees; and
(4) Performing other duties as directed by the commission.
3. Except as provided in subdivision (7) of section 313.560, theofficials at any race meeting, as this term is customarily understood inracing, including by way of enumeration only and not in limitation, placingjudges, patrol judges, clerks of the scales, starters and assistants,handicapper, timer, paddock judge, veterinarians, racing secretary andclerk of the course shall be paid by the race track licensee.
