Festival license required--exception.

316.155. No person shall operate, maintain, conduct,advertise, or sell or furnish tickets for a festival in anycounty in this state unless he first obtains a license from thatcounty to operate, maintain or conduct the festival. Thisprovision shall not apply to counties of the first class having acharter form of government and having a population of ninehundred thousand inhabitants or more and no city not within acounty which exercises county functions.
