License to issue, when.

316.170. Based upon the testimony of the witnesses andevidence presented at the hearing, including the report of theofficials specified in section 316.165, the governing body of thecounty shall grant the license, deny the license, or setconditions which must be met, or security given that they will bemet before a license may be granted. If conditions are imposedby the governing body, the applicant shall furnish or cause to befurnished to the county clerk proof that all conditions have beenmet before the license may be issued by the county clerk.
