319.500. 1. Any owner or operator of pipelines transporting hazardousliquids, as defined in the federal Hazardous Liquid Pipeline Safety Act of1979, 49 U.S.C. 2001, et seq., shall submit periodic reports to the departmentof natural resources as required by the director of the department of naturalresources under this section.
2. The director may require any owner or operator, as specified insubsection 1 of this section, to periodically report any of the followinginformation:
(1) The business name, address, and telephone number, including anoperations emergency telephone number, of the operator;
(2) An accurate map or maps, along with any appropriate supplementarygeographic description, showing the location of pipeline facilities of suchoperator in the state;
(3) A description of the characteristics of the operator's pipelineswithin the state;
(4) A description of all products transported through the operator'spipelines within the state;
(5) The manual which governs operations and maintenance of the pipelinefacilities located in the state;
(6) An emergency response plan describing the operator's procedures forresponding to and containing releases, including:
(a) An identification of specific actions which will be taken by theoperator on discovery of a release;
(b) Liaison procedures with state and local government agencies foremergency response; and
(c) Communication and alert procedures for immediate notification ofstate and local officials at the time of any release;
(7) A report setting forth the most recent pipeline tests made and asummary of the results thereof;
(8) Any other information the director considers useful and necessary toinform the state regarding pipeline facilities and operations.
