320.205. 1. The governor, with the advice and consent ofthe senate, shall appoint a full-time state fire marshal, whoshall be the head of the division of fire safety. The state firemarshal shall administer and enforce the provisions of sections320.200 to 320.270. The state fire marshal shall be a citizen ofthe United States, shall be a person of good moral character, anda resident taxpayer of Missouri at the time of his appointment.The state fire marshal must have had a minimum of ten years'experience in some phase of fire protection, fire prevention, orfire investigation, which may include experience with any state,municipal, military, or industrial fire protection agency. Heshall possess administrative ability and experience and be ableto obtain facts in connection with the duties of his office byfield investigations, and to accurately report his findings.
2. There is hereby established within the department ofpublic safety the "Missouri Fire Safety Advisory Board", whichshall be composed of six members appointed by the governor, byand with the advice and consent of the senate, from a list ofqualified candidates submitted to the governor by the director ofthe department of public safety. It shall be the duty of theMissouri fire safety advisory board to advise the fire marshal onall matters pertaining to the responsibilities of the firemarshal and the division. All members of the Missouri firesafety advisory board shall be qualified voters of Missouri atthe time of their appointment, shall receive no compensation fortheir services, and shall be reimbursed for their actual andnecessary expenses incurred in the performance of their officialduties. Of the members appointed to the Missouri fire safetyadvisory board, one shall be a chief of a fire department locatedwithin this state, one shall be a firefighter, one shall be aperson with expertise in the investigation of arson, one shall bean instructor in a firefighting training program, one shall be aperson who provides fire safety appliances and equipment, and oneshall be an insurer duly licensed to provide insurance coveragefor losses due to fire.
