Fees--interior designer council fund, use.

324.424. 1. The council shall set the amount of the fees authorizedby sections 324.400 to 324.439 by rules and regulations. The fees shall beset at a level to produce revenue which shall not substantially exceed thecost and expense of administering sections 324.400 to 324.439. All feesrequired pursuant to sections 324.400 to 324.439 shall be paid to andcollected by the division of professional registration and transmitted tothe department of revenue for deposit in the state treasury to the creditof the "Interior Designer Council Fund", which is hereby created.

2. Notwithstanding the provisions of section 33.080, RSMo, to thecontrary, money in the fund shall not be transferred and placed to thecredit of general revenue until the amount in the fund at the end of thebiennium exceeds three times the amount of the appropriation to the councilfor the preceding fiscal year. The amount, if any, in the fund which shalllapse is the amount in the fund which exceeds the appropriate multiple ofthe appropriations to the council for the preceding fiscal year.
