336.140. 1. The board shall hold meetings for the examination ofapplicants for registration and the transaction of other businesspertaining to its duties at least once in six months. Such regularmeetings require at least ten days' public notice of the time and place ofsuch meetings. The president or vice president of the board shall have theauthority to call additional meetings of the board without the ten-daynotice when such is deemed necessary, provided that sufficient notice isgiven to the other board members and to the general public under chapter610, RSMo. Each member of the board shall receive as compensation anamount set by the board not to exceed fifty dollars for each day devoted tothe affairs of the board, and shall be entitled to reimbursement of his orher expenses necessarily incurred in the discharge of his or her officialduties. All fees payable under this chapter shall be collected by thedivision of professional registration, which shall transmit the same to thedepartment of revenue for deposit in the state treasury to the credit of afund to be known as the "Optometry Fund". All costs and expenses incurredin administering the provisions of this chapter shall be appropriated andpaid from this fund.

2. The provisions of section 33.080, RSMo, to the contrarynotwithstanding, money in this fund shall not be transferred and placed tothe credit of general revenue until the amount in the fund at the end ofthe biennium exceeds two times the amount of the appropriation from theboard's funds for the preceding fiscal year or, if the board requires byrule permit renewal less frequently than yearly, then three times theappropriation from the board's funds for the preceding fiscal year. Theamount, if any, in the fund which shall lapse is that amount in the fundwhich exceeds the appropriate multiple of the appropriations from theboard's funds for the preceding fiscal year.
