County commission to adopt regulations for installations andinspections--schedule of fees.

341.130. For the purpose of promoting health, safety and thegeneral welfare and to carry into effect the purposes andprovisions of sections 341.090 to 341.220, the county commissionis hereby empowered to adopt by order rules and regulations forthe installations and inspections of all public or private wateror plumbing facilities and appurtenances and all installationsrelating thereto, sewers, sewer systems, water or sewerconnections, septic tank or sewage settling tank or device, andall installations related thereto. The regulations shall containa schedule of fees to be charged for inspections which arerequired to be made under the provisions of sections 341.090 to341.220. It shall be the duty of the board of plumbing and sewerinspection to prepare a code of regulations approved by thedepartment of health which shall be submitted to the countycommission for adoption. Before the adoption of such code ofregulations, the board shall hold at least one public hearingthereon, fifteen days' notice of the time and place of whichshall be published in at least one newspaper having generalcirculation within the county and notice of such hearing shallalso be posted at least fifteen days in advance thereof in fourconspicuous places in the county.
