Authority created--powers to vest in commission--commissioners,number, appointment, qualifications.

348.020. There is hereby created, with such duties and powers as areset forth in sections 348.005 to 348.415 to carry out the provisionshereof, a body politic and corporate, an independent instrumentalityexercising essential public functions, to be known as the "MissouriAgricultural and Small Business Development Authority". The powers of theauthority shall be vested in seven commissioners, who shall be residents ofthis state, to be appointed by the governor, by and with the advice andconsent of the senate, except that the director of the department ofagriculture shall serve as a member of the authority as an ex officiomember. Not more than four of the commissioners shall be of the samepolitical party.
