Powers of general assembly.

351.700. The general assembly shall at all times have powerto prescribe such regulations, provisions and limitations as itmay deem advisable, which regulations, provisions and limitationsshall be binding upon any and all corporations, domestic orforeign, subject to the provisions of this chapter, and thegeneral assembly shall have power to amend, repeal or modify thischapter at pleasure; provided, however, that the repeal of thischapter shall not affect any right accrued or established or anyliability or penalty incurred under the provisions of such lawprior to the repeal thereof.
