Director may seek relief, when.

354.210. If the director has reason to believe that any healthservices corporation is in such financial condition that the assumption ofadditional obligations would be hazardous to its members or the generalpublic, the director may issue orders or seek relief to protect the publicunder the provisions of section 354.180.
