Facilities not public buildings.

360.130. Facilities shall not be considered to be publicbuildings, structures, grounds, works, or improvements and shallnot be subject to any requirements relating to public buildings,structures, grounds, works, or improvements imposed by the lawsof this state or any other similar requirements which lawfullymay be waived by this section, and any requirements ofcompetitive bidding or other restriction imposed on the procedurefor award of contracts for such purpose or the lease, sale, orother disposition of property of the authority is not applicableto any action taken pursuant to sections 360.010 to 360.140.
