Foreign association doing business in state must comply withregulation by division of finance.

369.359. No foreign association or foreign holding companyshall transact the business of a savings association within thisstate, or maintain an office in this state for the purpose oftransacting such business, or acquire any proprietary interest inor control of or merge, or enter into any merger agreement, withany association except in accordance with such rules andregulations as the director of the division of finance shallpromulgate providing for the licensing, admission, qualificationsand operating requirements of foreign associations. No foreignsavings association shall be considered to be doing business inthis state by reason of engaging in the activities set forth insection 362.423, RSMo.
