Refusal to grant or renew insurance license, when.

374.310. The director of the department of insurance, financialinstitutions and professional registration shall not grant or renew any lifeor health insurance license if the license has been or is being used by theapplicant or licensee for any purpose prohibited by sections 374.300 to374.310. Before the director can deny renewal he shall be required to hold apublic hearing, with ten days' notice to the applicant, to determine whetherthe license has been or is being used contrary to the mandates of sections374.300 to 374.310. Appeal from the decision of the director shall be to theadministrative hearing commission which shall conduct a hearing de novo.
