Department rules for payment of fees by and integration of systems ofinsurers and entities administering claims for injured employeesnot applicable, when.

375.427. Notwithstanding any other provision of law to the contrary,no rule promulgated by the department setting forth criteria for payment offees by or integration of systems of an insurer and an entity administeringclaims involving injured employees shall apply to such parties, unless acontractual relationship between such parties to administer claims onbehalf of one or more employers is established and the provisions of therule are not contrary to specific terms in the contract.
