Board report, contents, recommendations.

379.946. The board shall study and report at least everythree years to the director on the effectiveness of sections379.930 to 379.952. The report shall analyze the effectivenessof sections 379.930 to 379.952 in promoting rate stability,product availability, and coverage affordability. The report maycontain recommendations for actions to improve the overalleffectiveness, efficiency and fairness of the small group healthinsurance marketplace. The report shall address whether carriersand producers are fairly and actively marketing or issuing healthbenefit plans to small employers in fulfillment of the purposesof sections 379.930 to 379.952. The report may containrecommendations for market conduct or other regulatory standardsor action.
