Rules, authority for, procedure.

380.561. The director may promulgate such reasonable rules andregulations not inconsistent with the provisions of sections 380.201 to380.591 to effectuate or aid in the interpretation of these sections. Theprocedure for promulgation of rules and regulations shall be in accordancewith the provisions of chapter 536, RSMo, and the director shall hold apublic hearing before promulgating any rule or regulation. No rule orportion of a rule promulgated under the authority of this chapter shallbecome effective unless it has been promulgated pursuant to the provisionsof section 536.024, RSMo.
