386.071. The public service commission may appoint and fixthe compensation of a general counsel to serve at the pleasure ofthe commission. He shall be an attorney at law and shall haveresided in this state prior to his* appointment. It shall be theduty of the general counsel for the commission to represent andappear for the commission in all actions and proceedingsinvolving any question under this or any other law, or under orin reference to any act, order, decision or proceeding of thecommission, and if directed to do so by the commission, tointervene, if possible, in** any action or proceeding in which anysuch question is involved; to commence and prosecute in the nameof the state all actions and proceedings, authorized by law anddirected or authorized by the commission, and to expedite inevery way possible, to final determination all such actions andproceedings; to advise the commission and each commissioner, whenso requested, in regard to all matters in connection with thepowers and duties of the commission and the members thereof, andgenerally to perform all duties and services as attorney andcounsel to the commission which the commission may reasonablyrequire of him.
