Chairman--his powers.

386.140. The chairman of the commission shall designate fromtime to time, by order entered of record, some member of thecommission to act as chairman during the absence or sickness ofsuch chairman appointed by the governor, and during such time thecommissioner so appointed shall possess all the powers of theregular chairman. No vacancy in the commission shall impair theright of the remaining commissioners to exercise all the powersof the commission.
