Substantial compliance with requirements of this chapter sufficient.

386.610. A substantial compliance with the requirements ofthis chapter shall be sufficient to give effect to all the rules,orders, acts and regulations of the commission, and they shallnot be declared inoperative, illegal or void for any omission ofa technical nature in respect thereto. The provisions of thischapter shall be liberally construed with a view to the publicwelfare, efficient facilities and substantial justice betweenpatrons and public utilities.
