Promulgation of regulations.

414.520. Within one hundred eighty days after August 28,1993, the director shall publish proposed regulations in theMissouri Register for implementation of the policies provided forin sections 414.500 to 414.590. After notice and opportunity forpublic comment as required by law, the director shall issueregulations which shall become effective not later than onehundred eighty days following publication of the proposedregulations.
