Director may conduct investigations--powers of director.

414.550. The director may make such investigations as thedirector deems necessary to carry out effectively the director'sresponsibilities under sections 414.500 to 414.590 or todetermine whether a person has engaged or is engaging in any actsor practices that constitute a violation of any provision ofsections 414.500 to 414.590 or of any regulation or plan issuedunder sections 414.500 to 414.590. For the purpose of anyinvestigation, the director is empowered to administer oaths andaffirmations, subpoena witnesses, compel their attendance, takeevidence, and require the production of any books, papers, anddocuments which are relevant to the inquiry. Such attendance ofwitnesses and the production of any such records may be requiredfrom any place in the state. In case of contumacy by, or refusalto obey a subpoena issued to, any person, the director may seekenforcement thereof in the circuit court of proper venue.
