Failure to deliver excess proceeds--penalty.

430.120. Any lienor failing or refusing to deliver to saidtreasurer the excess proceeds of sale together with a swornstatement as required in section 430.110 within thirty days aftersuch sale, shall be liable for double the excess proceeds of saidsale, to be recovered in any court of competent jurisdiction bycivil action.
