Receiver discharged, when.

441.600. The receiver shall be discharged upon rendering afull and complete accounting to the court when the conditionsgiving rise to the receivership have been removed and the costthereof, and all other costs authorized by sections 441.500 to441.640, have been paid or reimbursed and any surplus money hasbeen paid over to the owner or the mortgagee or any lienor as thecourt may direct. However, at any time, the receiver may bedischarged upon filing his account as receiver without affectingthe right of the code enforcement agency to its lien. Upon theremoval of the condition giving rise to the receivership, theowner, the mortgagee or lienor may apply for the discharge of thereceiver upon payment to the receiver of all moneys expended bythe receiver for removal of such condition and all other costsauthorized by sections 441.500 to 441.640 which have not beenpaid or reimbursed.
