Substantial completion of units.

448.4-120. In the case of a sale of a unit where delivery ofan original sale certificate is required, a contract of sale maybe executed, but no interest in that unit may be conveyed untilthe declaration is recorded and the unit is substantiallycompleted, as evidenced by a recorded certificate of substantialcompletion executed by a registered and licensed architect orengineer, or by issuance of a certificate of occupancy authorizedby law.
