Penalty for solemnizing marriage without license, or failing to keep arecord thereof.

451.120. Any person who shall solemnize any marriage whereinthe parties have not obtained a license, as provided by thischapter, or shall fail to keep a record of the solemnization ofany marriage, shall be deemed guilty of a misdemeanor, and uponconviction shall be fined not exceeding five hundred dollars, andin addition shall be subject to a civil action by the parent,conservator or other person having care or custody of the personso married, to whom services are due wherein the recovery shallnot exceed the sum of five hundred dollars; and any recorder whoshall issue a license contrary to the provisions of this chaptershall be subject to a like punishment.
