Hearing officer not to conduct rehearing or appeal involving sameissues and parties.

536.083. Notwithstanding any other provision of law to thecontrary, in any administrative hearing conducted under theprocedures established in this chapter, and in any otheradministrative hearing conducted under authority granted anystate agency, no person who acted as a hearing officer or whootherwise conducted the first administrative hearing involvingany single issue shall conduct any subsequent administrativerehearing or appeal involving the same issue and same parties.
