Whenever it shall appear, in the manner provided insection 545.490, that the inhabitants of the entire circuit areso prejudiced against the defendant that a fair trial cannot behad therein, the cause shall, by order of the court or judgethereof, be removed to another circuit, in which such prejudiceis not alleged to exist.
