Issue of governor's warrant of arrest--its recitals.

548.071. If the governor decides that the demand should becomplied with, he shall sign a warrant of arrest, which shall besealed with the state seal, and be directed to any peace officeror other person whom he may think fit to entrust with theexecution thereof. The warrant must substantially recite thefacts necessary to the validity of its issuance.
