Persons under criminal prosecution in this state at time ofrequisition.
548.191. If a criminal prosecution has been institutedagainst such person under the laws of this state and is stillpending, the governor, in his discretion, either may surrenderhim on demand of the executive authority of another state or holdhim until he has been tried and discharged or convicted andpunished in this state.
