578.420. 1. The director shall have the authority to investigate anyalleged violation of sections 578.414 to 578.420, along with any other lawenforcement agency, and may take any action within the director's authoritynecessary for the enforcement of sections 578.414 to 578.420. The attorneygeneral, the highway patrol, and other law enforcement officials shallprovide assistance required in the conduct of an investigation.
2. The director may promulgate rules and regulations necessary forthe enforcement of sections 578.414 to 578.420. Any rule or portion of arule, as that term is defined in section 536.010, RSMo, that is createdunder the authority delegated in sections 578.414 to 578.420 shall becomeeffective only if it complies with and is subject to all of the provisionsof chapter 536, RSMo, and, if applicable, section 536.028, RSMo. Sections578.414 to 578.420 and chapter 536, RSMo, are nonseverable and if any ofthe powers vested with the general assembly pursuant to chapter 536, RSMo,to review, to delay the effective date or to disapprove and annul a ruleare subsequently held unconstitutional, then the grant of rulemakingauthority and any rule proposed or adopted after August 28, 2001, shall beinvalid and void.
