590.120. 1. There is hereby established within the department ofpublic safety a "Peace Officer Standards and Training Commission" whichshall be composed of eleven members, including a voting public member,appointed by the governor, by and with the advice and consent of thesenate, from a list of qualified candidates submitted to the governor bythe director of the department of public safety. No more than two membersof the POST commission shall reside in the same congressional district asany other at the time of their appointments but this provision shall notapply to the public member. Three members of the POST commission shall bepolice chiefs, three members shall be sheriffs, one member shall representa state law enforcement agency covered by the provisions of this chapter,two members shall be peace officers at or below the rank of sergeantemployed by a political subdivision, and one member shall be a chiefexecutive officer of a certified training academy. The public member shallbe at the time of appointment a registered voter; a person who is not andnever has been a member of any profession certified or regulated under thischapter or the spouse of such person; and a person who does not have andnever has had a material financial interest in either the providing of theprofessional services regulated by this chapter, or an activity ororganization directly related to any profession certified or regulatedunder this chapter. Each member of the POST commission shall have been atthe time of his appointment a citizen of the United States and a residentof this state for a period of at least one year, and members who are peaceofficers shall be qualified as established by this chapter. No member ofthe POST commission serving a full term of three years may be reappointedto the POST commission until at least one year after the expiration of hismost recent term.

2. Three of the original members of the POST commission shall beappointed for terms of one year, three of the original members shall beappointed for terms of two years, and three of the original members shallbe appointed for terms of three years. Thereafter the terms of the membersof the POST commission shall be for three years or until their successorsare appointed. The director may remove any member of the POST commissionfor misconduct or neglect of office. Any member of the POST commission maybe removed for cause by the director but such member shall first bepresented with a written statement of the reasons thereof, and shall have ahearing before the POST commission if the member so requests. Any vacancyin the membership of the commission shall be filled by appointment for theunexpired term. No two members of the POST commission shall be employeesof the same law enforcement agency.

3. Annually the director shall appoint one of the members aschairperson. The POST commission shall meet at least twice each year asdetermined by the director or a majority of the members to perform itsduties. A majority of the members of the POST commission shall constitutea quorum.

4. No member of the POST commission shall receive any compensationfor the performance of his official duties.

5. The POST commission shall guide and advise the director concerningduties pursuant to this chapter.
