Criminal background check completed without fee, when.

610.103. Notwithstanding any other provision of law to the contrary,whenever a criminal background check is requested in connection withgaining employment, housing or any other services or benefit of anyhomeless former member of the organized militia or the armed forces of theUnited States who has been honorably discharged, such background checkshall be completed and transmitted to the requesting party without any feeor other compensation for such background check or copy of any relevantpublic record pertaining to such request. For purposes of this section"homeless" means an involuntary state characterized by a lack of housing orshelter.
