Twenty-first century communities demonstration projectestablished--purpose--rulemaking, procedure.

620.1037. There is hereby established within the department of socialservices a pilot project to be known as the "Twenty-first CenturyCommunities Demonstration Project". Subject to appropriations by thegeneral assembly, the department shall implement the project in accordancewith any necessary waivers granted pursuant to the requirements of theSocial Security Act, 42 U.S.C. 1315, or any other waiver authority asrequired by the federal government to prevent the loss of any federalfunds. The project shall provide individuals with an opportunity toacquire an education, proper health care, quality housing and substantialemployment within their own communities, resulting in self-sustainingenhancement of opportunities within the communities. The department maypromulgate rules and regulations in accordance with chapter 536, RSMo, toimplement and administer the provisions of this section.
