Rulemaking authority, coordination of state and federal job trainingresources.

620.490. The department of economic development shall promulgaterules providing for the coordination of state and federal job trainingresources administered by the department of economic development, includingthe service delivery areas established in the state to administer federalfunds pursuant to the federal Job Training Partnership Act or itssuccessor, for the provision of assistance to businesses in this staterelating to the creation of new jobs in the state. The department shallinclude in these rules the methods to be followed by any business engagedin the creation of new jobs in state to ensure that economicallydisadvantaged citizens receive opportunities for employment in the new jobscreated. No rule or portion of a rule promulgated pursuant to theauthority of this section shall become effective unless it has beenpromulgated pursuant to the provisions of section 536.024, RSMo.
