In cases reviewable under the provisions of section621.189, the decision of the administrative hearing commissionshall be upheld when authorized by law and supported by competentand substantial evidence upon the whole record, if a mandatoryprocedural safeguard is not violated and if the approval ordisapproval of the exercise of authority in question by theadministrative hearing commission does not create a result orresults clearly contrary to that which the court concludes werethe reasonable expectations of the general assembly at the timesuch authority was delegated to the agency.
