Arbitration by division.

622.160. Whenever any carrier has a controversy with another carrieror person and all the parties to such controversy agree in writing tosubmit such controversy to the division as arbitrator, the division shallact as such arbitrator, and after due notice to all parties interestedshall proceed to hear such controversy, and their award shall be final.Parties may appear in person or by attorney before such arbitrator.
