Orders and decisions of division conclusive and admissible asevidence in collateral proceedings, when.

622.615. Notwithstanding any provisions of section 516.103, RSMo, tothe contrary, in all collateral actions or proceedings the orders anddecisions of the division which have become final shall be conclusive, andshall be admissible as evidence of the facts found and the determinationsmade by the division in all subsequent actions or proceedings to enforcedivision orders or decisions, whether by penalty, forfeiture, mandamus,injunctive relief or otherwise.
