Departmental goals, duties.

630.020. 1. The department shall seek to do the followingfor the citizens of this state:

(1) Reduce the incidence and prevalence of mental disorders,developmental disabilities and alcohol or drug abuse throughprimary, secondary and tertiary prevention;

(2) Maintain and enhance intellectual, interpersonal andfunctional skills of individuals affected by mental disorders,developmental disabilities or alcohol or drug abuse by operating,funding and licensing modern treatment and habilitation programsprovided in the least restrictive environment possible;

(3) Improve public understanding of and attitudes towardmental disorders, developmental disabilities and alcohol and drugabuse.

2. The department shall make necessary orders, policies andprocedures for the government, administration, discipline andmanagement of its facilities, programs and operations.
