Discharge to be reported, when, to whom.

640.735. Within twenty-four hours, any unauthorized discharge by aflush system animal waste wet handling facility that has crossed theproperty line of the facility or any unauthorized discharge by a flushsystem animal waste wet handling facility of which the failsafe containmentstructure or earthen dam has failed to contain and has crossed the propertyline of the facility, or enters waters of the state shall be reported tothe department and to all adjoining property owners of the facility aslisted on the site-specific permit.
