State or political subdivisions contracting with persons not havinga permit or in contempt of court prohibited.

643.161. 1. No officer, agency or department of the stategovernment, or of any political subdivision of this state shallenter into a contract with any person required to apply for apermit under the provisions of sections 643.010 to 643.190 unlesssuch person has applied for or received a permit or has beengranted a variance therefor pursuant to sections 643.010 to643.190.

2. No contract shall be entered into by any suchgovernmental authority with any person who is in contempt of anycourt order enforcing the provisions of sections 643.010 to643.190.
