Evaluation of costs of compliance--department to tabulateinformation--report filed, with whom, when.

643.192. 1. Sources required to file an annual emissionsinventory questionnaire with the department shall submit, withthe questionnaire, an evaluation of the additional costs of doingbusiness attributable to the federal Clean Air Act, as amended.The source also shall submit an estimate of the number of jobsreduced or added at each individual business as a result ofcompliance with the federal Clean Air Act, as amended.

2. The department shall tabulate information required to besubmitted by employers under this section into a summary of thecosts to the state attributable to compliance with the federalClean Air Act, as amended. The department also shall tabulatethe annual changes in air quality measured by the department andlocal and county air pollution control agencies, as required bythe federal Clean Air Act, as amended. The department shallprovide an annual report to the commission and the generalassembly beginning on January 1, 1995, which includes a summaryof the information gathered pursuant to this section and theinformation required to be reported under subsection 5 of section643.305. Using federal estimates if such estimates areavailable, the department shall correlate improvements in airquality with avoided health costs.
